Child Development Center

Supervisory Child Development Center Assistant Director

The primary purpose of this position is to assist the director in implementing and supervising on-going developmental childcare and preschool programs for children six weeks through 5 years of age in the child development centers at the installation.

Provides technical and administrative supervision to GS and NAF employees. Assigns, reviews, accepts, changes, or rejects the work of subordinate personnel. Evaluates employee performance and discusses evaluations and work improvements with employees. Provides advice, counsel, and instruction on work and administrative matters. Ensures on-the-job training for newly assigned personnel or on an as-needed basis. Keeps subordinates informed of new and changing policies, regulations, and directives pertinent to their assignments. Initiates personnel actions, interviews candidates for positions and selects/make recommendations for new appointments, promotions, awards, or reassignments.

Child Development Center Assistant Directors. Have a four-year degree or equivalent from an accredited college in the field of child development, early childhood education, home economics with early childhood emphasis, elementary education, special education, or other fields appropriate to the position. Nine credit hours should be in leadership, management, or administration to meet the accreditation standards required by the National Association for the Education of Young Children.

Supervisory Training Technician (Child Care)

The primary purpose of this position is to assist the director in implementing and supervising on-going developmental childcare and preschool programs for children six weeks through 5 years of age in the child development centers at the installation.

Exercises 1st level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time. Evaluates work performance, Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.

Identifies developmental and training needs of employees and provides or arranges required development and training. Designs, implements, and reviews activity plans. Observes and evaluates each child's health and
development and reports on and maintains records of observations. Participates in conferences with parents
and program assistants. Prepares and implements specialized programs for children with special needs.

Develops plans to deal with unusual or difficult problems/situations as associated with the needs of individual children. Communicates with parents and other agencies providing specialized services to these children to assist in the preparation and implementation of specialized intervention programs, as necessary.

Preferred education and experience in the child development field.

Works with all staff, FCC providers and volunteers within assigned program. Reviews activity plans ensuring developmental appropriateness, individualization, and learning domains for such areas as art, science, language, cognitive, social, emotional, health, self-esteem, fine/gross motor skills and music are supported.

To serve as the early childhood specialist for all child development and youth programs activities to include to include child development centers, family childcare, school age care, youth center, youth sports, special needs programs, volunteers, hourly care programs, food service, custodial and developmental programming, and age-appropriate activities within assigned program area. This position is required by the Military Child Care Act and ensures the quality and consistency of developmental programming and age-appropriate activities within assigned program area. This position has the ultimate responsibility for ensuring all programs meet DoD certification and national accreditation standards pertaining to developmental programming.

Youth Program

Supervisory Youth Programs Director

The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Installation Youth Programs and provide a comprehensive, professional youth program consisting of a balance of well-rounded, positive experiences for youth 5-18 years of age. The focus is on three components: Youth Activities, Youth Sports and School-Age Care programs as defined in AFI 34-144.

Exercises supervisory personnel management responsibilities. Plans, implements, and carries out a comprehensive, professional youth development program for youth ages 6 – 18 consisting of sports and fitness programs, instructional classes, school-age program (before and after school, school holidays, and summer), and the five core program areas: character and leadership development; the arts; youth sports, fitness, and recreation; health and life skills; and education and career development.

Youth Programs Directors. Authorized position to oversee program. Must have a four-year degree from an accredited college in the field of youth development, education, psychology with child or youth emphasis, youth studies, recreation, physical education, or other appropriate degree.

Family Child Care Program

Family Child Care Coordinator

The primary purpose of this position is to plan, organize, develop, implement, and monitor a Family Child Care program to help Air Force members and civilian employees meet mission requirements. Protects both the health and safety of children and the Air Force from undue liability through the enforcement of Air Force policies and regulations.

Serves as Family Child Care (FCC) Program Manager overseeing the entire scope of FCC at Hill AFB, UT. Interprets and follows public law, DoD, Air Force, and installation policies/guidance. Monitors FCC homes to ensure regulatory and policy guidance are followed. Conducts or initiates required inspections of FCC providers to include safety, health, fire, and monthly/quarterly unannounced home visits. Ensures inspections are conducted in accordance with AF policy. Oversees development and implementation of appropriate curriculum for family childcare covering areas of physical, emotional, social, and cognitive development expectations for infants, toddlers, preschoolers, and school-agers. Represents FCC at a variety of installation and functional area organizations. Responsible for all FCC inspections, reports, and surveys. Serves as liaison with agencies as Fire, Safety, Public health, and Family Advocacy when dealing with child development issues.

Family Child Care Coordinator must have a four-year degree or equivalent from an accredited college in child development, early childhood, home economics (with early childhood emphasis), elementary education, special education, or other related fields appropriate to the position.

Supervisory Child Development Center Director

The primary purpose of this position is to provide developmental childcare and pre-school programs to eligible patrons; implement, organize, and supervise educational, developmental, pre-school programs, activities in the child development center; and to provide an on-going staff training program.

Directly responsible for the management, direction, and operation of an installation’s Child Development Center, Preschool Enrichment Program facilities and Infant Care. Also manages the day-to-day operations of one of the installation’s Child Development Centers. Through subordinate supervisors oversees the activities of all non-supervisory subordinates, both Appropriated Fund (AF) and Non-Appropriated Fund (NAF) positions. Responsible for coordinating, hiring and removal of staff, appraisals, supervision of staff, scheduling staff, and acting as necessary to meet other human resources needs. Provides and directs the child development staff in establishing and operating a program to create a physical environment (indoors and outdoors) which is safe, healthy, attractive, and appropriate for children ages six weeks through 5 years of age.

Youth Programs

Plans, organizes, and directs the activities of the School Age Program ensuring that the School Age Program complies with legal and regulatory requirements and meets customer needs. Establishes policies and procedures for accomplishment of activities that provide for the social, cognitive, physical, and emotional growth of youth ages 5-12 years within the before and after school program. Plans age-appropriate programs and develops curriculum that provides a learning environment for each age group and stimulates their social, cognitive, physical, and emotional growth. Prepares NAF and Appropriated Fund budgets including expenditures required to conduct the school age program that fiscal year.
